The last week of May, we received word that Isaiah has been turned down for Medicaid. This means that his treatment will end when his medicine runs out, which will be around July 8th. As you can imagine, we are heartsick. At this point, when Isaiah is doing so well ... they decide to take his Medicine away, because they consider HIV a chronic condition, and not a life-threatening condition.
You can help us though.
Below, you will find a letter that I emailed to my State Representative asking for his help.
We have been told that he can actually make this problem go away.
We appreciate the messages that many good people have already sent to him.
The letters have been WONDERFUL! Everyone has done such a GREAT
job. We have cried and cried reading them.
Please read Representative Morris' response next to my letter below.
We are still working HARD to see this matter resolved.
Some are looking into starting an "Isaiah Foundation" to raise money for this.
If we get it set up, we will have information available on the 'Net.
If after reading to the bottom of this page, you decide to contact Regina Wilson <rwilson@arkleg.state.ar.us>,
we ask that you do not say things that are ugly or try to intimidate or threaten her. Just appeal to her to help us with Isaiah.
If you send Ms. Wilson a letter, please BCC (Blind Carbon Copy) one to me sdeloach@guyana-missions.org ... This way I will know what is said and will also know how many letters she has gotten. [AOL users can send "blinded" copies by placing (sdeloach@guyana-missions.org) inside parentheses in the CC line.]
Please help us if you can.
Thanks so much!
Keep us in your Prayers!
In Christ,
Dear Friends,
Steve DeLoach

----- Original Message ----- From: Steve DeLoach <sdeloach@guyana-missions.org> To: Andrew Morris <amorris@arkleg.state.ar.us> Sent: Thursday, May 27, 1999 4:41 PM Subject: Rep. Morris....I need your help. ________________ Dear Representative Morris, I am writing you this letter, as a voter from your district, and as someone who desperately needs your help. My name is Stephen DeLoach, I live at 2211 Blueberry Lane, Springdale, Arkansas, 72762....a home I have owned for about 5 years. I am a minister for the Church of Christ and organize Medical Missions that travel to the third-world country of Guyana, South America. This work means that I am in the country of Guyana usually from the end of April till the middle of September. However, I live in Sprindale and maintain my residence there the year round. If you visit my Web site at http://www.guyana-missions.org/isaiah.htm, you will read a story about a little boy that my family is in the process of adopting. We met him a year ago, and started working to bring him into our family. We have full legal guardianship of him and full legal custody of him. In fact, we are in the process now of adopting him in both Guyana AND the U.S. Currently he is not a U.S. Citizen or Resident. He comes to the States with us on a Visitor's Visa, which was granted by the U.S. Embassy in Guyana for multiple entries, and for a period of ten years. No one else makes decisions for him but us. In fact, no one else is interested in him but us. As you read his story, you will find out what this little boy and our family have been through. Pay special attention to the last part of the story. We have just been told this past week that he is denied Arkansas Medicaid benefits. This is something that he had approval of since October of last year. It is also something that he HAS to have if he is going to get treatment. Since he is not "ours" yet, he is not covered on our insurance. Emergency Medicaid treatment, which he was approved for before, is the only way he can be treated. Without his medication, which Medicaid was allowing us to receive, this child will certainly die. He has been through so much already....isn't it time we gave him a chance at life? Incidently, his legal name is Wendell Simeon Daly, but when we finish the adoption process, his name will be Isaiah Adam DeLoach. We refer to him now as Isaiah. We were told that you could help us with this. We are BEGGING for your assistance. I am in Guyana now, doing the work that is also outlined in other parts of the Web site you will visit. I need your help...... If you need further information, you can contact Nancy Tucker, who is the Pediatric Nurse who has taken care of Isaiah since October at Arkansas Children's Hospital. She can bring you up to date and has our full permission to disclose any information to you. Her email address is: [removed from this Web page]. Please do not hesitate to call on her. Please help me if you can. I await your answer.

Here's the response from
Arkansas State Representative Andrew Morris:
----- Original Message ----- ________________ Mr. DeLoach, I have received an overwhelming number of emails concerning your situation. Rest assured that we are checking into the appropriate next steps and available avenues of appeal. I appreciate the tone and sincerity of all the emails that I have received. You are truly blessed to have so many wonderful friends. Although we don't understand why life is so hard sometimes, and we don't know what the future holds... We do know who holds the future and our confidence and trust is in Him. Regina Wilson, with Constituency Services in the House of Representatives, will be researching and handling your case. She can be reached at 501-682-6621. Or you can email her at: rwilson@arkleg.state.ar.us Regina or I will get back to you late this week with our preliminary findings. Drew Morris
________________ Mrs. DeLoach, We have received many, many emails concerning your son, little Isaiah. We will be researching every available option and will be communicating with you as we find out what the next steps of action should be.
